Allocation of Coal Mines to Private Sector

42 coal mines have been allocated to Private Sector under Coal Mines (Special Provisions) Act, 2015 (CMSP Act, 2015) and Mine and Mineral (Development &Regulation) Act, 1957 (MMDR Act, 1957) through a transparent & competitive bidding mechanism.

The Ministry of Coal allocates coal blocks with production target to the allocattees. Revenue generated from these mines is dependent on coal production and earned by the respective State Governments where mines are located.

Central Government only gets tax and cess portion on such revenue such as Central Goods and Service Tax (CGST), GST compensation cess and National Mineral Exploration Trust (NMET). As such there is no revenue target fixed by the Central Government from allocation of coal mines.

Under Coal Mine Nationalisation Act, 1973 the coal blocks were allotted through Screening Committee constituted for screening proposals for allocation of coal or lignite blocks for manufacture of iron/steel, captive production of power and production of cement in the public/private sector.

The allocation of 204 coal mines de-allocated by the Supreme Court is now made through transparent & competitive bidding mechanism to private sector under the provisions of the Coal Mines (Special Provisions) Act, 2015 and Rules made thereunder.
